Central Bank revoked license from Neklis Bank

The Central Bank revoked the permission of Neklis Bank, co-owned by Natalya Kasperskaya.

According to the Central Bank’s statistics, the credit institution ranked 251 in terms of the assets number in Russia. 64% of Neklis Bank’s securities are owned by the offshore Organat Financial Limited, registered in Cyprus and owned by Natalya Kasperskaya.

In a statement, the Central Bank suggested that after the additional formation of reserves for some assets, the credit institution lost its personal funds and at the same time carried out transactions that looked like withdrawing funds, which violated the current legislation.

Also, the regulator provided the Investigative Committee with information about the operations carried out by the bank in order to identify the committed criminal offenses. While carrying out proceedings, interim management was established in Neklis Bank.

Natalya Kasperskaya became a co-owner of the bank in 2017. As she stated in an interview to Vedomosti in 2018, this happened by not her will. When the bank faced financial difficulties, Kasperskaya was forced to convert subordinated deposits that were kept in the bank and belonged to her offshore. Otherwise, the bank would not be able to pay off its debts. She also talked that she would like to be involved in information security, but not banking.

After the license was revoked, Natalya Kasperskaya wrote on her Facebook page that she did not think about the seriousness of the issue when she agreed to transfer the deposit to the bank’s share. She also noted that for two years she could not distinguish between banking and ordinary business. Natalya Kasperskaya also sent an official letter to the regulator with a request to help with the current situation.
