Accounts Chamber has published the results of the budget plan implementation
According to the results of last year, unspent funds from the federal budget reached 1.122 trillion rubles. The figure is 1.4 times bigger than the year before last, according to Forbes. The budget plan was fulfilled only by 94.2%, which turned out to be the worst result in eleven years.
Alexei Kudrin, the head of the Accounts Chamber, revealed another anti-record: unequal distribution of funds throughout the year. One third of the funds was spent in the fourth quarter, with eighteen percent in December. On that basis, the head noted the government’s low discipline in the implementation of the budget plan.
According to Kudrin, Mikhail Mishustin is going to figure out the reasons for such results, as well as find responsible entities. He also drew attention to the fact that the change of government may slow down the fulfillment of some obligations, but should have a positive effect on the results of budgetary policy in the current year.
The reports provided by the Accounts Chamber also indicate the shortcomings that were caused by the insufficient level of funds disbursement for the implementation of national projects, delays and lack of results, and others. Some of the projects didn’t achieve their goals.
The Accounts Chamber also noted the insufficient level of implementation of twelve state programs. They include pharmaceuticals, shipbuilding, space projects, economic management, and other.
